I have worked with thousands of people and have seen them progress from A1 to fluent speakers of English.
Some of them still work with, even though I moved to Germany three years ago.
In my experience, basically everyone is able to speak well or very well. All it takes is motivation, consistent approach and fun (yes, fun).
